I frequently receive questions about what is the necessary training to be a psychologist versus other professions. Years back I wrote a brief article which adresses: What are the differences between a psychologist and other providers? It applies only to Florida and was correct at the time, but many states have a similar model.

See: http://cpancf.com/articles_files/Difference_Between_Psychologist_Mental_Health_Providers.asp

To learn the differences between a psychologist and a neuropsychologist and the additional training required see: http://www.forensicneuropsychology.com

It should be clear that licensure in psychology is just a start, and that neuropsychologists should have graduate level training and supervision as neuropschology at least a subspecialty, and have post-doctoral training and supervision in neuropsychology. Training models and requirements differ depening on when people were trained, with increasing expectations in more recent years. All guidelines make it clear that without grauate level formal training in neuropsychology, taking a few CE courses or trying to retrain in neuropsychology, no longer a neuropsychologist makes.

They are not really all that different except for the name. I THINK the difference that is present from one to the other is that the psychologist can prescribe drugs and the Mental Health Counselor cannot.
