I am searching for data on the percent of inmates who have experienced traumatic brain injury. I have heard statistics as high as 98% of inmates in captial murder cases have had one or more brain injuries. I need data to support or counter this claim.

i cant help with any numbers, but try the american medical association or the us dept of justice. also, it might be interesting to see if the tbi's you find are localized in the frontal lobes, specifically the prefrontal and orbito-frontal regions. i have read some research linking impairments in those areas with decreased impulse control (phineas gage to name a classic case)
