How do I choose the best neuropsychologist to administer an assessment? Should I ask specific questions, and what would they be? How important is the interpretation of the results? Can this vary widely from one practitioner to the next?

First of all you could ask your physician/ neurologist if he knows someone or search by telephonebook or the internet.

I would be interested in things like place of education, postgraduate training, experience with the kind of population you're seeking assessment for (children, adults, old people) and membership of any particular societies (APA, whatever).

It's the most important step. You don't have to study psychology and specialize in np in order to be able to administer tests to people or calculate standardscores. It's the interpretation of the results, gathering information from all different sources (not just the tests) and thereby having a theorie of the brain-behavior relationship in mind, that makes it difficult.

Yes it can.
